Japan | Emergency Power
Emergency power provided a critical first step in
recovery for a country devastated by the 2011 Tohoku-ChihouTaiheiyo-Oki
Earthquake and Tsunami.

Background
On March 11, 2011, a massive 9.0-magnitude earthquake
– one of the five largest quakes in recorded history hit off the north eastern
coasts of Japan. As part of devastation,
Tokyo Electric Power Company (TEPCO) had to take down several generators, and
at least three nuclear reactors reported an explosion as a result of hydrogen
build-up within their containment buildings. In total, TEPCO lost nearly 21GW
of its total capacity. Power needs for rebuilding and disaster recovery were
immediate, with little time for construction or setup.
Challenges
Access to supplemental power was not sufficient to
meet demand, particularly in the cities of Hitachinaka and Yokosuka.
Aftershocks, fire, and tsunami-related flooding continued to impact nuclear
reactor sites beyond March 11, causing incidents in a total of 6 sites. Fears
of radiation exposure fostered heightened scrutiny of nuclear reactor use,
ultimately leading to the shutdown of all nuclear power. To make matters worse,
two separate oil refineries were set ablaze by the earthquake, and the
liquefied natural gas plant owned by the city suffered severe damage.
Solution
Following contract award from TEPCO, APR Energy
installed a 203MW customized emergency power solution across two sites,
Hitachinaka and Yokosuka. The solution consisted of gas turbines and diesel
power modules, as well as all necessary transformers, consumables, mobilization
to the port of entry, and supervision over electrical installation and fuel
storage construction. APR Energy's turnkey approach included complete
operational oversight and continued maintenance of the plant. A total of 69
generators were shipped from APR Energy hubs around the world, including five
gas turbines that were air freighted for immediate availability. APR Energy's
state-of-the-art technology and operational plan ensured alignment with Japan's
stringent environmental requirements.
Outcome
By July 1, 2011-only days after the last delivery of
equipment arrived on site by chartered vessel-both plants were set up and
fully-operational, with the capacity to deliver up to 203MW of power to the
TEPCO grid in order to alleviate load shedding and black outs. Due to the
on-going nuclear energy concerns resulting in potential power shortages,
coupled with peak demand throughout winter, TEPCO exercised the option to
extend the contract at the Yokosuka site until 2013.
